It's literally true, but too specific. It's not the Manila community that has enought structure, it's Weblogs.com. I recall seeing a Pyra XML file that also has all the information necessary to do a LinkBack program in such a way that it doesn't need to scan each weblog each hour. (If anyone is interested in using this on that XML file, contact me.)

What Is The LinkBack Program? offers another aspect of longstanding hypertext dreams, bidirectional links. Interestingly, the weblog community supported by Manila is structured with enough meta-activity to support this.

- The Outages web page shows outages Userland is experiencing. These outages affect the Linkback program both coming and going (so to speak): When Userland is hit by an outage, Weblogs.com doesn't get to update the weblog list correct (since it can't get out) and when Weblogs.com is hit by an outage, LinkBack can't get in to get the information it needs. So, for instance, as I write this, iRights isn't showing up on that LinkBack page, even though I link to Andrea's Weblog. It will hopefully pick it up on a later change (like this change).

Google takes into account the number of people linking to a site. By being a nice incestuous Weblog community, we naturally rise to the top of the rankings.
